The CARE software is free. All that is required to take full advantage of it is to get your state’s data into a CARE dataset. Your state’s current database has to be converted into the proper format in order for CARE to use it as input. The product known as the CARE data loader is free and allows you to make this conversion and then maintain your own datasets.
